block-spacing

Formatter: puts a blank line before and after every heading, list, fenced code block and table.

Example#

doc.md:

Run:

```

markright check reports:

doc.md:1: heading, list, code block or table without a blank line around it (block-spacing)
doc.md:3: heading, list, code block or table without a blank line around it (block-spacing)

markright fmt rewrites it to:
